Four individuals implicated in a probe regarding the manufacturing of explosives and firearms in London, Ontario, are now confronting 19 additional charges, according to court records lodged on Tuesday. Jerry Tong, Zekun (Alex) Wang, Fei (Frank) Han, and Feiyang (Astrid) Ji, who were initially charged in January, are all associated with Western University as students or recent graduates, with the three male suspects having backgrounds in the engineering field. The revised array of charges presented to the Ontario Court of Justice tallies up to 31 distinct counts, encompassing joint charges against all four individuals as well as charges specific to each accused party.
Among the latest allegations are possession of five designated explosive materials, possession of stolen assets, and access to computer data linked to the production of firearms. The extensive inquiry traces back to January 24 when law enforcement responded to an overnight trespassing incident at Western following the intrusion of two individuals into one of the university’s engineering structures. Subsequently, one individual was apprehended just outside the building, leading authorities to a residence in the nearby University Heights neighborhood where the other three suspects were taken into custody.
A comprehensive investigation was carried out by the police at the dwelling on 212 Chesham Place, where Wang, Han, and Ji resided, along with two additional residences in Orléans, located in suburban Ottawa, and Gatineau, Quebec. Initially, upon their arrest, the quartet faced multiple firearms charges, such as handgun manufacturing and possession of a loaded restricted handgun. New charges have been laid against Tong, Wang, and Ji, encompassing possession of magazines and suppression devices, in addition to possession of another prohibited firearm. Tong and Wang are further accused of handling and carelessly storing a rifle.
Tong, the primary recipient of charges, is also facing new allegations related to incidents in other cities, including storing rifles in an Orléans residence, creating a prohibited firearm in Ottawa, and possessing a rifle at an unauthorized location in Quebec. Legal documents indicate that Tong possessed a firearms license, yet some charges are connected to possessing a firearm at an unapproved location not specified in his license.
Furthermore, Tong and Wang encounter fresh charges tied to events occurring prior to their apprehension. Wang currently faces charges for manufacturing a weapon between September 1, 2025, and January 24, 2026, while both individuals are accused of breaking into a Western building on October 9, 2025.
Court records also reveal that Tong, Wang, Han, and Ji are confronted with a new set of charges related to the possession of explosive substances, specifically pentaerythritol tetranitrate (PETN), trinitrotoluene (TNT), dinitrophenol (DNP), hexamethylene triperoxide diamine (HMTD), and lead azide. Originally, all four suspects were charged with possessing precursor substances and fully developed high explosives. Additionally, they face a new charge of possessing Western University property valued under $5,000. Wang is singularly charged with accessing computer data relevant to firearms or prohibited devices, particularly design files suitable for use with a 3D printer, metal milling machine, or similar computer system for manufacturing a device.

The legal proceedings are ongoing, with two individuals released on bail and two remaining in custody. Tong opted out of requesting bail and remains detained, while Han was denied bail and returned to custody in February. Wang was granted bail in March under stringent conditions, including 24-hour house arrest and constant oversight from two sureties, each of whom posted $200,000. Ji is also out on bail without any sureties.
