“Cumberland Municipality Enforces Moratorium on AI Data Centers”

The Cumberland Municipality has approved a measure to temporarily halt the development of data centers that support artificial intelligence. The bylaw, which could impose a six-month moratorium on new data center permit applications, received unanimous support during the council’s first reading.

During the meeting, Coun. Jennifer Houghtaling highlighted concerns from residents regarding the potential impact of data centers on water and electricity consumption in the community and the environment. Houghtaling emphasized the need for an informed decision-making process, stating that the moratorium should remain in effect until a thorough assessment is conducted.

Mayor Rod Gilroy expressed proactive measures being taken by the council, noting that Cumberland is among the first municipalities in Nova Scotia to implement such a moratorium while regulations are being developed. Gilroy emphasized the importance of making well-informed decisions and learning from the situation.

The issue was initially raised in June following concerns from residents about a land purchase in Malagash by Mississauga-based company 3Sha Infotech Inc. Despite several attempts to contact the company for information on their plans for the land, no response was received. Cumberland’s Chief Administrative Officer, Greg Herrett, explained that the decision to implement the moratorium stemmed from community concerns and a lack of inquiries or applications related to data centers.

Local resident Kate Dunn supported the pause on AI data centers, citing concerns about noise and the potential disruption to rural life in Cumberland County. Dunn expressed the need for further evaluation of the value and impact of AI expansion, highlighting the importance of responsible decision-making.

As the debate over AI data centers continues, opposition to their proliferation is growing across North America. Recent protests and legal battles in Canada underscore the ongoing tensions surrounding data center development. A survey conducted by Angus Reid revealed significant public opposition to large AI data centers near residential areas, with calls for stringent government regulations to address concerns about job creation and environmental impacts.

The second reading of the bylaw, along with a public hearing expected in September, will provide further clarity on the moratorium’s implementation. The council aims to engage in a comprehensive evaluation process before making any decisions regarding the future of data centers in the municipality.
